I made a couple out of some heavy duty nylon that I got in the $1 bin at Wally World. I filled them with sand. I used a ring from a cheap keychain. They work great and they don't hurt if they hit you (which they have).

This is what my pattern looks like:
Cut it out, sew up the seams turn it inside out, fill with sand, fold the top around the ring and sew the flap down. Hope this helps.
